Pixel Cluster Converter from xAOD to InDet formats

Conversion algorithm from xAOD to InDet clusters for pixels.

This would allow to plug the pixel clusters created with the Acts-based clustering algorithm (tagging @lgagnon) into an Athena reconstruction sequence.

Strip converter will be added in a different MR
