TrigInDetValidation: use Run3 input for cosmics test

Hello,

This MR is updating the input of a trigger ART test to use Run3 cosmics data instead of Run2. A dataset stored on RSE is now used by default, cvmfs is only used for local testing. Run2 cosmics files are no longer used anywhere and are discontinued.

Please merge after !57386 (merged) .
