Migrate EGAM derivations to ComponentAccumulator

This MR replaces !56749 (closed) since I was requested to update some code in AthenaConfiguration and I had problems to rebase my local release so I restarted from scratch.

All the changes here have been reviewed in the other MR, the only addition here is the request by @tadej to include the configuration flags for the egamma derivations in AllConfigFlags.py
