Sweep update BTagMuonAugmenter into 22.0
This is a new Sweep to update the BTagMuonAugmenter in 22.0. It replaces this !54027 (closed) and is as well just a cherry pick from the original MR !51544 (merged) that went into master formerly but is based here on the latest nightly/22.0/2022-10-11T2101.
