Save the average physics deadtime of L1_TAU8 item per lumiblock in the supporting Enhanced Bias Run xml file. It's created with ExtractEBRunDetails script in the process of EB weights creation.
The physics deadtime per lumiblock will allow us more accurate calculations during rates prediction and Enhanced Bias weights validation.
