jFEX mapping of jTowers to SCells

This MR is mean to save in a txt file the jTowers and the Scell identifiers that belongs to them. It is used by the L1CaloFEXAlgo pkg. The if statement is set to false since, it should not change unless a fix is made to the simulation.
