Fix ART tests and further clean-up of the Mdt alg

Hi everybody,

this MR closes ATLASRECTS-7328 by splitting the TrackSegment container consistently. Further, bugs were removed in the Mdt monitoring targeting BIS78 or just dead code.

Pipeline should not be triggered before !57423 (merged) is merged
