disable HLT Egamma monitoring in TCT cosmics tests (ATR-26468)

Those two TCT ART tests have been failing since a week, see details in ATR-26468. Until a proper fix is provided, the HLT egamma monitoring is disabled in those two tests. The preExecs are the same as in AMI tags f1287 / x701 (except the desired disabling) but are copied entirely as it's not possible to override only the interesting part.
