FTAG exclude high pT extrapolations from EV recomposition

Ilaria Luise requested to merge iluise/athena:21.2-ftag-high-pt-extrapol into 21.2

Exclude the high pT extrapolation uncertainties stored as eg. extrapolation_pt_c_Eigen_1 from the EV recomposition tool. Add a function to recursively excluding all the uncertainties matching a certain query.
