MuonMomentumCorrections: Speed up MuonCalibTool in Athena

Alaettin Serhan Mete requested to merge amete/athena:master-ATLASG-2366 into master

This should remedy the performance issue that is discussed in ATLASG-2366. I take from @krumnack's comment that the ultimate solution is to migrate things to use ToolHandle+AsgToolConfig but this should do the trick until that happens.
