Tidy up ID trigger monGroups for Tier0 monitoring

Julie Kirk requested to merge hartj/athena:22.0-TrigIDMon2 into 22.0

  • fix chains with both "shifter" and "t0" defined - should only be one

  • move "nogsf" chains to "t0'

  • move 'L1MU18VFCH' chains to "t0"

  • add new T&P muon chains to "shifter", old chains moved to "t0"
