Improve Tile config flags autoconfiguration

Improve Tile config flags autoconfiguration:

  • Tile.correctTime is always disabled for MC
  • Tile.BestPhaseFromCOOL is always disabled for MC

@solodkov, @harkusha, is this correct? Also how should these flags be set for data overlay?
