Merge JETM8 and JETM13 into JETM2 - CA version only

The Jet/Etmiss group would like to merge JETM8 and JETM13 in the CA version as a large fraction of the content overlaps and to reduce the additional disk space required by the group. This format will be used for tagger developements, rho studies, general new jet developments that require the low level inputs. This specific format will only be requested in MC, not in data. The new format is called JETM2 that was previously not used anymore by the group.
