Rebuild xAOD::EventInfo in FastChain jobs if present in the input

Rebuild xAOD::EventInfo in FastChain jobs if present in the input. This syncs standalone simulation config with fast chain.

Also improve error message in event info overlay (was related during debugging of the primary change).
