DataQualityConfigurations: Modify L1Calo config for web display

Modifying the L1Calo config for the data-quality web display. Modifications resolve weird spacings in the L1Calo config file, making the file not easily human readable. Also add new histograms for web display monitoring of L1Calo Jet Trigger Efficiencies. This addition also uses using regular expressions.
