AthenaMonitoring add l1calo jet trigger efficiency monitoring algorithm

This MR adds an algorithm for monitoring the efficiency of L1Calo jet triggers as a function of their pt distribution. These monitoring plots will be published to the web display to be observed by experts and shifters to observe if the triggers are functioning as expected.
