TAT: TauEnergyScale user config for mc campaign and generator

Closes ATLTAU-1811

Run 2 and 3 TauEnergyScale pre-recommendations. TauSmearingTool is updated so user can configure mc campaign and which generator uncertainty to choose. Defaults:

  • mc21
  • PoPy (Sherpa SFs and uncertainties are also available)

Once we are happy with the implementation I can update the doc.
