Tidy up CA-based MessageSvc configuration

John Derek Chapman requested to merge jchapman/athena:MessageSvcFormat_CA_22.0 into 22.0

Some minor tweaks to the ComponentAccumulator-based MessageSvc configuration. Moving it into a separate MessageSvcCfg function and adding an override, so that the formatting matches for legacy Simulation jobs. (This can be removed after the CA-migration is complete.)
