[trigEGam] Including condition to avoid 0/0 division in TP mon algo

This MR have a simple fix , including a condition to avoid 0/0 ratio in a function on the TP monitoring algorithm. Beside, we change the order in the monitoring Jpsi chains so that the offline egamma DQ framework can catch unprescaled chains.
