New configuration flag to activate reading of SQLite input for GeoModel

New flag was introduced in GeoModelConfigFlags.py which activates reading of SQLite input database for GeoModel.

MuonGeometryConfig.py was modified so that the AGDD2Geo service does not get involved when GeoModel is initialized from SQLite
