delete LArCellDeadOTXCorr. Old tool using L1CaloCondSvc insted of L1CaloCond. Preparing for deletion of L1CaloCondSvc in rel 22 (ATR-24777).

Hello, This MR is for deleting LArCellDeadOTXCorr in rel 22 since it is using L1CaloCondSvc, a cond service obsolete. I will be deleting all the alg/tools which uses L1CaloCondSvc in order to finally erase complete this service since it is not working anymore in rel 22.
