Data overlay conditions cleanup

Merged Tadej Novak requested to merge tadej/athena:dataoverlay-cond into master
  • Deprecate fSamplTag argument as the same value has always been used for a while.
  • Remove conditions hardcodes from CA-based config as much as possible.
  • Add a common postInclude to add back those overrides.
