Episode 27 of updates of tracking CA configs, moving together the configs of the same C++ tools.

This MR covers various TRT related tools and algorithms, including some cosmic-specific configs needed for ATLASRECTS-7331

Checked to leave unchanged the outputs of the Run-3 q445 reco tests.
