Add Lucid to RecoSteering

In the log of a CA-Reco job, I found per-event warnings about absent LUCID data. Consumers of this container are DQ-Monitoring and the BackgroundWordFiller.

This MR adds a small config-method to set up LUCID raw-data reading (no real reco) and includes it into RecoSteering.py
