Draft: HepMC3 version in metadata

Matthew Gignac requested to merge mgignac/athena:hepmc-version-metadata into master

This MR sets HepMCWeightSvcVersion to 2 or 3, depending whether samples are being produced with HepMC2 or HepMC3. This information gets stored in the meta-data of all MC samples under /Generation/Parameters, and important to have correct for the upcoming MC22 production.
