Update of SiCombinatorialTrackFinderTool CA config to use flags from ActivePass

Set usePixel and useSCT from ActivePass flag, for consistency with condition algorithms SiDetElementBoundaryLinksCondAlg_xk. Relevant for pixel-only and SCT-only passes scheduled in cosmics. Also minor style clean-up.

Run 3 q445 outputs checked to be unchanged.
