Include timing information in strip digitization by default
Include timing information in strip digitization by default. It seems it improves tracking performance for pile-up jobs, especially in case of overlay. May fix ATLITKSW-192.

Note that we do not expect perfect agreement and probably there are still other things that would have to be improved. I will try to run larger validation to smoothen-out statistical fluctuations.
