replace legacy instances of SummaryTools by CA config

  • replace legacy instances of SummaryTools by CA config defined in InDetConfig and TrkConfig. To be completed by particlecreators and then remove the legacy config
  • fix InDetTrigFastTrackSummaryTool defined on CA side to serve its purpose to be a faster version and not the general instance.
  • synchronize definitions of InDetTrigTestPixelLayerToolCfg and InDetTrigBoundaryCheckTool
  • do not use DCS status (which is not available in general) in tools configured by configFlags ATR-26732
