Removing some bugs related to HLT cluster selection and adding some more chains to monitor

As mentioned in ATR-26263 we are trying to improve HLT_Calo monitoring by adding signature-specific monitoring. This MR will add some more chains to monitor, as requested by signature experts, and debug some cluster selection issues at HLT level.
