LArElecCalibCfg: Move BS reading cfg from base-cfg to Pedestal/Delay/Ramp cfg

Fixes a bug in the elec-calib jobs w/o any file input (like RTM extraction)

Note that this code is only used during the LAr Electronic Calibration procedure and not used in any other production nor tested by the CI.
