TrkConfig: Use PixelToTPIDToolCfg for GSFBuildInDetParticleCreatorToolCfg

As part of my hunting for CA/old config differences for muons, I noticed that GSFBuildInDetParticleCreatorToolCfg doesn't use PixelToTPIDToolCfg

(Unfortunately) this seems to make no actual difference in practice (which is why I don't think we need it in 22.0), but since this was probably an oversight it might be worth fixing.

cc @tstreble who can comment if this was intentional or not?
