Make RAWtoALL default

Make RAWtoALL default. This also makes the equivalent steerings a null operation.

Also for now standalone ESDtoAOD still behaves the same. doRAWtoESD is temporarily added to restore two-step approach.

Only CI tests have been updated for now. Please do not squash.
