Fixing CA-based configuration of Sim_tf.py and FilterHit_tf.py in AthSimulation project

Add update to Projects/AthSimulation/package_filters.txt missed from !58381 (merged) - this allows FilterHit_tf.py to be run in the AthSimulation project (CA-based version only).

Additionally fix the CA-based configuration of EventInfoUpdateFromContextAlg, so that it also works in the AthSimulation project.
