Enable phase-1 L1Calo decoding in reco/monitoring jobs by default

Set the flag Trigger.enableL1CaloPhase1 to True by default in reconstruction and monitoring of Run-3 data, which enables the decoding of phase-1 L1Calo data from ByteStream and adds the corresponding EDM to ESD and AOD.

To avoid adding extra warnings in reco jobs, also fix a minor issue in TrigT1ResultByteStreamMonitoring.py.
