Correcting the proper treatment of the module state (ATLASRECTS-7385)

In the recent rel.22, the PixelConditionsSummaryTool was retired, instead new approach (which current is used) was necessary.

In addition, the DCS state/status are also added.

This is Derivation framework, and usually, this PIXELVALID is not activated in the default reconstruction. Thus, it should not change any result.

This PIXELVALID is normally used for the private production for pixel study.
