[TrigEgam] modify egamma monitoring config to handle HI and cosmic runs

updating the egamma monitoring config, including the cosmic and HI modes. this MR will fix the crashes reported in this Jira : https://its.cern.ch/jira/browse/ATR-26468, and I think some other Jira for HI. For HI, the egamma containers still need to be updated so the monitored chains are more a place holder.
