Code cleanup: Dropped the obsolete FileSchedulingTool

Vakhtang Tsulaia requested to merge tsulaia/athena:master-dropfileschedtool into master

The FileSchedulingTool was originally introduced at the early stage of the AthenaMP design and implementation. At that point, it was considered something that may become useful. This has never become a reality, and today there are no references to FileSchedulingTool in the Athena master.

Tagging several people in case anyone knows about any use-case which can justify keeping FileSchedulingTool in the Athena master: @tadej @elmsheus @amete @jchapman @gemmeren (please feel free to extend the list)

This is also a first and easy step towards addressing ATEAM-868. CC @fwinkl
