Adding LAr bad channel infrastructure for SC

Merged Pavol Strizenec requested to merge AtlasLArCalibration/athena:SC_badchan_infrastructure_new into 22.0

This should bring the LAr bad channels infrastructure also for SuperCells. Changes should be only in SC reconstruction, nothing should be changed for standard cells reco.
