AthenaMonitoring resolve issue with PFGlobalFlowElementLinkingCfg flag for jet trigger efficiency monitoring algorithm

This MR resolves issue with the PFGlobalFlowElementLinkingCfgflag in jet trigger efficiency monitoring algorithm. Should now allow functioning on Tier0 RAW files and AOD files.
