VP1: add numerical phi cuts

Until now, VP1 users could cut on phi only by the use of customizable ranges (visualized as red circles in the VP1 GUI). The current system is very good for a quick, intuitive way of setting phi cuts; it also lets users easily set complex cuts by enabling only the red dots that interest.

However, this system is not convenient when the user wants to set a precise cut on phi, for example to separate two very close tracks.

This MR adds the possibility to set precise phi cuts in the GUI, the "phi cuts" region in the image below:
