TrigT1CaloFexPerf+L1CaloFEXToolInterfaces: move to L1CaloFEX subdirectory

Move the TrigT1CaloFexPerf and L1CaloFEXToolInterfaces packages to the L1CaloFEX sub-directory. This should have no impact on the release as only the package name itself is of relevance.
