algorithm to build eFexTowers from supercells (for lar) and ppm towers (for tile)

I want to get this algorithm in now because I believe I have validated it against the existing hard-coded mappings. The algorithm creates an eFexTowerContainer from supercells and ppm towers that has the same structure as the towers created from the bytestream decoders.
