Externals (Geant4) Update, master branch (2022.12.08.)

Updated all projects to atlasexternals-2.0.146. The only update wrt. atlasexternals-2.0.145 is the switch to Geant4 version 10.6.3.4. (atlasexternals@2.0.145...2.0.146)

Mea culpa @mbandier, I only got to opening the MR now. 😦

While the G4 update should be incremental build friendly, I would propose a full full-build / full-unit-tests combo just because we are changing a lot of things at the moment.
