Externals Updates, master branch (2022.12.13.)

Updated all projects to atlasexternals-2.0.147. The changes wrt. atlasexternals-2.0.146 are the following (atlasexternals@2.0.146...2.0.147):

  • Made it possible to build "opt-dbg" RPMs on CentOS Stream 9 (fixing ATLINFR-4782);
  • Updated HEPUtils and MCUtils to version 1.4.0 for the "non-LCG projects";
    • Thanks to @amete;
    • It is fixing the performance issue discussed in ATLASG-2430;
    • It is a sibling of !59169 (merged), which makes this same update for the "LCG projects";
  • Introduced the FindpyHepMC3.cmake module to AtlasLCG (thanks to @averbyts).

The MCUtils/HEPUtils update is a bit more "involved", but still... Let's see what happens without full-build. Let me just put on full-unit-tests for the heck of it. (Though I would be very surprised if these external updates would have an effect on the AnalysisBase unit tests...)
