add useSctSpacePoints property of TrigOnlineSpacepointTool

Adding a useSctSpacePoints property of TrigOnlineSpacePointTool to remove the dependence on SCT/Strip spacepoints in the case we are using only pixel seeds for TrigFastTrackFinder, as is the case for ITk datasets.
