Add ptcone40 for photons back in EGAM3,4,10
This MR adds a computation of ptcone40 for photons in EGAM10 (and EGAM3, EGAM4). This is usefull for the measurements of the photon identifcation efficiency with the matrix method. See https://its.cern.ch/jira/browse/ATLASEG-283
