Prepare SeedTool for next Acts Tag while remaining open to digest different input types

Preparation for the new Acts Tag Bump (see !59596 (merged)). This is actually a dependency for that MR.

Further developments will happen in a follow up MR since I plan to armonise the seeding algorithms, and introduce a templated tool for handling pixel clusters (eventually)
