Remove deprecated ep files and bug fix for Run 4 pflow

Contrary to what I said in the meeting yesterday @sroe , two of the eflowRec classes are no longer used and could be removed 😄

This MR removes two deprecated e/p c++ classes, removes the toggle of the usage of one of them from trigger config (trigger experts confirmed it is not needed) as well as the toggle flag.

A bug fix for Run 4 HL-LHC is also included such that we actually use the Run 4 e/p reference in HL-LHC jobs. Run1/2/3 output should not change.
