delay imports from InDetTrigRecLoadTols until signature context

In the transition before the CA migration is completed some imports from InDetTrigRecExample package require to be executed in the signature context after signature flags are established. Fix for ATR-26801 (7 failing tests in https://test-atrvshft.web.cern.ch/test-atrvshft/ART_monitor/Monitor/Build/2022-12-14?type=CheckLog ) ongoing work on ATR-26732
