AFP DCSCalculator2 - fix the number of non-operational planes for station to be not operational

The number of non-operational planes for station to be not operational was wrongly set to 4 out of 4. The station is not operational if at least 2 of 4 planes do not work. If there is only 1 non-operational plane, the station is partially operational, as it can still reconstruct tracks.
